He will give you a fan to take to the preacher of Maradas, who will in turn give you a watering can to take to the preacher of Ithrilis, who will give you a kite to deliver to the preacher of Dira, who will give you a tinder box to take to the (empty) Tower of Gath. The instructions given by each of these people are pretty straight-forward.
You will need to SURVEY in Lasler Valley for the towers that contain the preachers, and walk to them each in order. You can get to each tower simply by walking - if you encounter an obstacle, such as a lake, simply walk around it and continue to SURVEY to navigate in the correct direction. The towers each represent a traint of the power in their survey description so its pretty easy to work out which they are:
