Appears item was renamed a sack of candy corn. Kill candy goblins for a chance to get the item. Then give to a young druid for a chance to get the mark. Chance confirmed from me getting the mark but a clannie not from the same druid. Also mark doesn't disappear on logout it seems anymore.
It will need to be the druid for your area I believe.

I got this mark during the Halloween global.
Rewards were a large pumpkin and a jack o'lantern - no PP or QP.
The mark disappeared when I logged off.
Give a bag of candycorn (global item) to a young druid (global mob) to get the mark.
The item was a random pop and it looked like this: "A small canvas bag filled with candycorn, tied with an orange ribbon.".
The druid is the mob who gives the global rewards, and looks like this: "A young druid patrols the area here, seeking out items of the damned".
