Nearly all of the tower is npk, except for the rare few normal/safe rooms, and a couple cpk. Balaria is in cpk, so keep an eye on where and who tower from the start. From the entrance go two north, six up, one south, three east. There might be some aggro mobs, but they're not very tough, just flee from them to the fourth room.

Balaria is one east, and casts spells. If you're trying to solo this for the boss kill at sixty or one-twenty, it might be better to just flee west from the spells than to take the hits as they pack a bit of a punch, but nothing that'll do insane damage. Just keep up the attacks, flee and heal up as you need to, and keep an eye out for player killers, and Balaria should go down fairly easy.
