Preparation
In Maldra's Keep, look for a southwest room with a portal in it. The portal may not be visible without the perception skill or without eating something that gives you +search (truffle from Minx in the Towne of Rune). Rooms are no-mount, high regen. Inside the portal are two rooms, the west room being the one with the Tourmaline Dragon in it. The whole place is cpk and level restricted, so try not to die, and be careful of any 180 PKers in the area looking to kill you the moment you flee. The room the dragon is in is solitary, so you'll be on your own for the fight.
Encounter
Once inside, spell up yourself, debuff your enemy, do damage and flee. Spears are probably best to fight it with, since it's weak to pierce. The dragon has a damage and regeneration script which can at times be annoying, but you should be able to damage through it. It can be blinded with psionic disrupt sight, but other forms of blind may not work.

Loot
You'll be teleported out on the dragon's death so don't leave anything in your corpse if you died previously. Leaving down will send you to entrance of Maldra Keep so also don't leave anything you want in this room. You will also be kicked out of this loot room after a short while so don't take too long looting! Take key from loot bag and get all lootable before leaving; chest room may respawn one north and one up from Maldra Keep's gate.
